Why do comprehension assessments need to be allocated to individual items of content?

Comprehension assessments are used as a way to test a user's understanding of a specific item of content within a topic, therefore it must be allocated to an item of content. Informal and comprehension assessments sit inside an item of content within a topic, whereas formal assessments are attached to a whole topic and are designed to test the user's overall grasp of the topic.
