Can I limit Fuse Flow, so that it only works on certain pages?

No, it is not possible to do this. Fuse Flow only reads a page URL and current tab title, when you click the Fuse Flow icon. If you have not clicked the Fuse Flow icon, the page URL and tab title is not read by Fuse Flow.
